Shipping & Sanctions Policy
The Marsoole / Hamsafar parcel feature connects travelers with people who want to send packages. We operate as a U.S.-based service and our parcel platform must comply with U.S. sanctions, export-control laws, and the regulations of every country a parcel transits. This policy explains, in plain language, what we restrict and why.
We do not facilitate parcel trips to or from Iran
Marsoole's parcel feature cannot be used to send packages to or from Iran. This restriction is enforced at the input level — you cannot post a trip whose origin or destination is in Iran (Tehran, Mashhad, Isfahan, Shiraz, Tabriz, Karaj, Qom, Ahvaz, or any other Iranian city or airport). The block applies regardless of your citizenship, residency, or the contents you intend to carry.
Some narrow personal-use authorizations exist under U.S. law (for example, OFAC General License D-2 for personal communications, and limited personal-effect exemptions in 31 C.F.R. § 560.534 / § 560.524 for transactions between U.S. persons and family members in Iran). These authorizations are conditional, change without notice, and require case-by-case legal analysis we are not equipped to provide. Marsoole does not facilitate any of them via the platform.
Other countries we do not facilitate trips to or from
- North Korea (DPRK)
- Cuba
- Syria
- Crimea region of Ukraine
- The so-called “Donetsk People's Republic” and “Luhansk People's Republic” regions of Ukraine
This list mirrors the U.S. Office of Foreign Assets Control (“OFAC”) comprehensive sanctions program. If sanctions are imposed on additional regions in the future, we will update this list and the in-app block list accordingly.
What you cannot carry, anywhere
Even on permitted routes, the following items are never allowed:
- Anything illegal in the origin, destination, or any transit jurisdiction
- Items subject to U.S. export-control regulations (the EAR or ITAR) that require a license you do not hold — including dual-use technology, encryption beyond mass-market consumer goods, drones (where restricted), and surveillance equipment
- Weapons, ammunition, or weapon components of any kind
- Controlled substances, prescription medications you are not the patient for, or recreational drugs
- Cash, monetary instruments, prepaid cards, or cryptocurrency hardware
- Cultural property, antiquities, or items whose export is restricted by their country of origin
- Live animals, hazardous materials, perishables that require refrigeration
- Anything you would not declare honestly to a customs officer
- Anything intended for resale or commercial transactions
When in doubt, do not send. The full list lives in our Terms of Service (Section 5).
What you must do as a traveler offering to carry
- Inspect every item before accepting it — do not carry sealed packages you have not seen the contents of
- Confirm the item is lawful in your origin, every transit country, and the destination
- Declare the items honestly to customs at every border
- Refuse and report any package that turns out to contain prohibited or restricted items — to local authorities and to safety@marsoole.me
- You bear full personal liability for what you carry. Marsoole is a connection platform, not the shipper of record.
What you must do as a sender
- Show the traveler the contents of every parcel before they accept it
- Provide an honest description and an estimated value for customs purposes — the traveler will rely on this in their declaration
- Pack items so they cannot be confused with contraband or restricted goods
- Do not ask any traveler to carry anything listed above as prohibited
- Do not use Marsoole to send anything you have a contractual or legal obligation not to send via personal courier (for example, items that require a regulated commercial shipper)
If we discover a violation
- We will immediately remove the listing or trip
- We may suspend or permanently ban the accounts involved
- We may preserve and disclose records to law enforcement, customs authorities, OFAC, or other regulators where required by law
